(1) Based on the report received under Section 17 or 18 or if the Judicial Council itself deems it necessary to conduct an inquiry against any judge of the High Court or District Court, a three-member inquiry including an expert in the relevant field under the chairmanship of a member of the Judicial Council or a judge of the Supreme Court. The committee shall be constituted and the notice thereof shall be published in the Nepal Gazette.

(2) The inquiry committee shall complete the inquiry within the period specified by the Council of Justice and submit a report to the Council of Justice.

(3) The office of the inquiry committee. It will be in the Secretariat of the Judicial Council and the staff and resources necessary for the investigation committee will be provided by the Judicial Council.

(4) The Secretary of the Judicial Council or a gazetted employee of the Federal Justice Service designated by the Judicial Council will be the secretary of the investigative committee.
